Bakiyev not to return for talk if safety not guaranteed

BISHKEK - Kyrgyz President Kurmanbek Bakiyev said Tuesday that he would not return to the capital city for negotiations with the opposition-formed interim government since it could not guarantee his safety.
Bakiyev was speaking to the press in southern Kyrgyzstan, local media reported.
