The National Audit Office (NAO) said an inspection of 56 central government departments and 434 affiliate agencies turned up cases of misappropriation worth 34.853 billion yuan, the China Central Television (CCTV) reported.

Li Jinhua, head of the NAO, said in his annual audit report to the Standing Committee of the National People's Congress that the government's budgetary and accounting capabilities have improved, but problems remain.

It found cases of falsified project details at the State Tobacco Monoply Administration, Ministry of Education and 17 agencies, involving a total of 19 billion yuan.

The National Development and Reform Commission (NDRC) and 24 other departments misdirected budgeted funds worth 2.754 billion yuan, it said.

The General Administration of Civil Aviation, Ministry of Information and other two other departments misappropriated 1.739 billion yuan to build office buildings without authorization, it said.

The Ministry of Water Resources, Chinese Academy of Science and 11 other departments meanwhile diverted a total of 2.284 billion yuan in unauthorized projects.

The NAO turned up 17 cases of financial crime last year with 28 officials accused of serious crime arrested by the public security department, Li said.
